Everything You Must Know About Gambling Laws in Brazil
- International casinos are banned, but players are allowed to use their platforms.
- Brazilian online casinos are licensed by SPA/MF (The Prizes and Betting Secretariat).
- The minimum age for gambling is 18.
- All licensed operators must have their online platforms registered under the "bet.br" domain.
- Winnings over R$ 2,824 are taxed at 15%.
- Sign-up bonuses are prohibited at Brazil-licensed online casinos.
Online casinos that have been licensed by SPA (Secretaria de Prêmios e Apostas) are legal and regulated by the Ministry of Finance. Other international casinos are outlawed. However, you should know that playing at foreign online casinos is completely legal, even if the Brazilian Government actively fights against them.
If you want to play on one or the other, all you need to know is that only licensed casinos will have their platform under the "bet.br" domain.
Licensed vs Foreign Casinos - Which One is Better?
Although there are already over 50 licensed online casinos in Brazil, many residents still choose to play at international casinos. This isn't surprising, because both types of operators are different and appeal to various types of gamblers.
For you, it must be challenging to decide which platform is better to play on. So, here is a clear comparison between each:
How Safe Are Brazilian Online Casinos Compared to International Operators
International casinos are commonly licensed in different jurisdictions. While some licenses barely give us any sense of security, there are also foreign casinos that accept Brazilians and are licensed by trustworthy authorities, such as the Malta Gaming Authority, UKGC, and even GGL.
This is also where Brazilian licensed casinos take the stage. They are regulated by the Ministry of Finance and give you the certainty that, whatever happens, you are backed by both SPA/MF and The Consumer Defense Code (CDC).
How Are Payments Managed at Online Casinos in Brazil
Since Brazilian banks are actively looking to block transactions to foreign casinos, these require alternatives. Most Brazilians who prefer playing offshore use methods such as MuchBetter and PayPal, some even going through the hassle of learning to play at Bitcoin casinos.
However, not everyone wants to learn how to use alternative payment methods. If you're looking to play at PIX casinos or pay reliably with VISA, Mastercard or Maestro, you should know that every licensed casino in Brazil will accept these methods.
Can I Play with BRL at Online Casinos?
All online casinos licensed in Brazil operate in BRL exclusively, which means every bet and special offer will be played out in your currency.
On the flip side, only a third of all international online casinos that accept Brazilians are also able to operate in BRL. This should be extremely important for you, because converting reais to other currencies can get pretty expensive.
Taxes at Brazilian Online Casinos - What Operators Don't Want You to Know
Gambling taxes are relatively misunderstood in Brazil, and many believe international casinos to be more profitable. However, you should know that fees are similar at both types of operators, as shown here:
- Brazil's licensed casinos will tax winnings over R$2,824 at a rate of 15%. You don't have to declare these winnings, since the operator will deduct your 15% tax automatically. Any winnings that are below this threshold will be tax-free.
- On the flip side, playing at international casinos will be taxed based on the default income tax. And guess what, the tax is also 15% for winnings exceeding R$2,826. Since these are foreign operators, you'll have to report any winnings over this threshold to Receita Federal.Â
While it's true that SPA/MF doesn't try to promote licensed online casinos via lower taxes, we should probably be thankful. Their original plan was to tax gambling winnings at a pocket-breaking 30%.
Fun Fact
In 2025, Brazil increased the tax for gambling operators from 12% to 18%. This increase made a lot of online casinos renounce their license and start operating without one. Even IBJR condemned this decision, stating that it gives a significant advantage to foreign operators.
Can I play Jogo Do Tigrinho at Online Casinos in Brazil?
You see, this is one example where having Brazilian casinos is an advantage. All licensed casinos in Brazil, such as Brazino777, will let you play PG Soft games. These include the notorious Fortune Tiger, but also other popular alternatives, such as Fortune Rabbit, Fortune Ox, and Lucky Jaguar 2.
When it comes to other online casinos, however, it's possible you won't find Fortune Tiger at all. Although they sometimes have over 4000 caça-nÃqueis, they're more focused on providing slots that are popular in other countries as well. Some commonly found examples are Sweet Bonanza from Pragmatic Play and Aviator from Spribe.
What Bonuses Can You Get at Online Casinos in Brazil
When it comes to Brazilian licensed casinos, the law clearly states that any kind of sign-up bonus is prohibited. While promotions for account holders exist, they usually require a deposit and barely provide more than a few free spins or centavos.Â
However, looking at registration bonuses given by other online casinos that accept Brazilians, we can say that the sky's the limit. No deposit bonus casinos will come up, on average, with 150 free spins at registration. Some of them even give you an equivalent of R$130 for free.
Responsible Gambling: Win More in The Long Run
We can't cover the sun with a sieve; the truth is that irresponsible gambling represents a problem in Brazil. A study conducted by the UNIFESP (Federal University of São Paulo) has shown that around 11 million Brazilians are problem gamblers.
Believe me, you don't want to add to that number. So, here are some methods to stay safe and healthy as a Brazilian gambler:
- Don't listen to influencers
Let's be real, why would an influencer tell you to play at online casinos if they don't give you grana to do so? Social media personalities are also a big reason for Jogo Do Tigrinho gaining the popularity it has, and we all know how those promoting it are now in legal trouble for playing dirty.
Only use social media as something to pass the time and talk with your loved ones, not as something you can learn from. If someone is telling you of a fast way of getting money on the internet, it's likely a quick way of losing money.
- Only gamble when you have time
You see, responsible gambling isn't just about the grana you spend, but also about how much time you devote to it. Always prioritise your family, life, and actual money source over caça-nÃqueis.
Some gamblers think that, by playing 200 BRL today, they'll get back the 100 BRL lost yesterday. Regardless of what anyone would tell you, slots are not a reliable way of making money. If you want to gain back what you've lost, the worst thing you could do is to play more.

Is Online Gambling Worth it in Brazil?
I'd say that online gambling is extremely accessible in Brazil, but you need to choose between safety and variation. Playing at licensed operators will ensure reliability and a safe experience, but you'll also cut on the diversity and sign-up offers that international casinos provide.
Whatever you choose, remember, stay safe by playing on trusted platforms and always value your time and money over slots.
